Fact Sheet: Hospitals Need Remaining Provider Relief Funds to Overcome Ongoing Challenges

More than 20 months after the first cases of COVID-19 were reported in the U.S., the pandemic has afflicted millions of people across the country and imposed historic challenges for the hospitals and health systems that care for them. The recent pandemic surge from the delta variant has exacerbated these challenges and led to continued revenue losses coupled with skyrocketing expenses — pushing many already overburdened hospitals further to their financial brink. At the outset of the pandemic, Congress established a Provider Relief Fund (PRF) intended to help health care providers mitigate their financial losses and meet the unique challenges that affected the communities they serve. The PRF is comprised of $178 billion allocated to all providers and an additional $8.5 billion targeted to rural providers. Most of these funds have been disbursed through several tranches and targeted payments with strict guardrails as to how and in what timeframe they could be used.

Due to the urgent needs of the nation’s health care providers, Congress should pass the Provider Relief Fund Improvement Act, H.R. 5963, to ensure the Department of Health and Human Services swiftly distributes the remainder of PRF funds to account for the delta variant and allow providers more flexibility to use their allocated funds through the remainder of the public health emergency.

Background:
